Audit history, fix briefs and reruns

Turn retained findings into a fix brief and compare a fresh run with the selected baseline.

Call list_audit_snapshots with siteId and the same page URL. It returns up to 50 retained snapshots, not a new external fetch. Copy real IDs from that result into later calls.
Call compare_audits with chronological beforeId and afterId from compatible page and audit scopes. Preserve rule and scorer versions; unavailable findings have not been verified resolved.
Call get_fix_brief with snapshotId for deterministic instructions, captured targets, acceptance checks, Markdown and any verified Search Console property link. Stored reads and exports have no provider or LLM charge.
After applying changes, obtain approval and call rerun_audit with the exact baseline snapshotId and confirmMetered: true. It runs the same page and audit scope fresh, then compares against that selected baseline.
A speed rerun bypasses the speed cache and consumes Google quota while preserving daily limits and in-flight locks. HTML reruns perform a fresh guarded fetch. A property link opens the inspection tool; it does not submit an indexing request.
